Washington ? Congress on Friday approved a 5-year extension to the National Flood Insurance Program, which covers 5.6 million people.

Failure to renew the program would have been a blow to the fragile housing market because potential homeowners in flood-susceptible areas would be unable to close on mortgages or refinance loans. A two-month lapse in the program in 2010 resulted in some 1,400 home sales a day being cancelled.

Congress created the flood insurance program in 1968 because few private insurers cover flood damage, leaving the government to cover the costs of disasters. Many of those covered by the program live in flood-prone areas where flood insurance is mandatory for those with mortgages from federally regulated lenders.

The program was generally self-sustaining until Hurricane Katrina and other hurricanes struck in 2005. The program now owes the Treasury nearly $18 billion.

The plan approved Friday attempts to put the program on better financial footing by giving the government greater flexibility to raise rates. It also ends federal coverage for some properties, including vacation homes.

The flood insurance measure was included in a package of bills that also set federal transportation policy and prevent a doubling of interest rates for millions of college students.

It includes a provision by Sen. Roger Wicker, R-Miss., that enlists the National Oceanic and Atmospheric Administration to assess the nature of hurricane damage. After Katrina, private insurers tried to avoid paying claims for wind damage, saying that homes were destroyed by federally covered water damage.

It also moves to improve the floodplain mapping of the Federal Emergency Management Agency, which runs the flood insurance program, and streamlines FEMA efforts to raise or move homes that are sources of repetitive claims to the insurance fund.

Multiple mergers generate ultraluminous infrared galaxy

ScienceDaily (June 29, 2012) ? First discovered from the Infrared Astronomical Satellite's (IRAS) all-sky survey in the mid-1980s, ultraluminous infrared galaxies (ULIRGs) are the most luminous class of galaxies in the relatively near or local Universe. Most of their energy output is in the infrared, suggesting that they contain a large amount of dust, an indication of immense star formation.

Astronomers have proposed different scenarios for the development of ULIRGs. Since ULIRGs' huge infrared luminosities (1012 Lsun), powered mostly by a large number of massive stars, are comparable to the high luminosity of quasars, the brightest class of active galactic nuclei, a 1988 scenario (Sanders, D. B., et al. 1988, ApJ, 325, 74)? proposed that ULIRGs were an intermediate phase in the evolution of quasars after a merger. Another scenario proposed by Professor Taniguchi and his associate in 1998 (Taniguchi, Y., & Shioya, Y. 1998, ApJ, 501, L167) hypothesized that multiple mergers among several galaxies explained the observational properties.

However, a number of questions remained unanswered:

1) How many galaxies were merged into one? and

2) Which types of galaxies were merged into one? Since then, explanations for the origins of ULIRGs have remained controversial.

The current team conducted research to help answer these questions and to propose a plausible, data-based explanation for the origin of ULIRGs.

The team made detailed optical imaging observations of Arp 220 using FOCAS (Faint Object Camera and Spectrograph) on the Subaru Telescope and the LRIS (Low Resolution Imaging Spectometer) on the Keck II Telescope. The new imaging data revealed a spectacular pair of tidal tails extending more than 50,000 light years. Intermediate-mass stars (with masses a few to several times that of the Sun), the remains of intense star formation events called "starbursts," dominate the composition of the tidal tails. The presence of an H? absorption line led to the first detection of these features. Dr. Kazuya Matsubayashi said, "I was very surprised when I found these H? absorption features in the two tidal tails."

What could explain these surprising features? A merger between two galaxies is necessary to cause a starburst in a merging system. Therefore, two post-starburst galaxies could have produced the two long tidal tails. However, four galaxies are needed to generate the two post-starburst galaxies. The post-starburst tidal tails revealed by the new observations suggest a new scenario for the merging history in Arp 220. The team suggests that the two observed tidal tails in Arp 220 need a merger between two advanced (i.e., post-starburst) merger remnants. In sum, four spiral galaxies are necessary to explain the observed post-starburst tidal tails in Arp 220. They conclude that Arp 220 comes from a multiple merger that includes at least four galaxies, not from a typical merger. The team thinks that this conclusion about Arp 220 can be applied to other galaxy groups.

There are a significant number of compact groups of galaxies in the Universe that could lead to multiple mergers. Professor Taniguchi noted, "Some of such compact groups have already merged into one. They are the ULIRGs observed to date." Some galaxies are associated together in a single gravitationally-bound group, and they will inevitably merge into one galaxy within several billion years.

Although ULIRGs are thought to evolve into quasars and then into giant early-type galaxies, future considerations of the evolution of galaxies will need to take into account the impact of multiple mergers, not just major mergers between two galaxies. Professor Taniguchi applied this principle to the fate of our Milky Way Galaxy: "Very recently, NASA announced that our Milky Way Galaxy will merge with the Andromeda Galaxy (M31) into a giant elliptical galaxy within several billion years. Please don't worry. That would only be a merger between two galaxies, so our Milky Way will not evolve into a ULIRG."

Robbery reported at Union Park

Des Moines police are investigating a reported Thursday evening robbery at Union Park.

Jarrett Hall, 21, ended up in the hospital but told police the wallet the robbers got away with didn?t have any cash in it, authorities said.

According to police, Hall and his girlfriend went to leave Union Park around 7 p.m. As he climbed into the driver?s seat of his car, two men approached, one from the driver?s side and the other from the passenger?s. One was apparently wearing a mask and the other had sunglasses on his face.

The man on the driver?s side demanded money and pointed a gun at Hall through the car?s open window, police said. When Hall didn?t provide any cash, the suspect hit him on the top of the head with the butt of the gun, causing a laceration to the top of his head that began bleeding, authorities said.

Hall handed over his wallet, which contained no money, and both men ran away.

Hall?s girlfriend drove him to the hospital and he called police.

No suspects are listed in the police report.

Study finds genes associated with hippocampal atrophy

In a genome-wide association (GWA) study, researchers from Boston University Schools of Medicine (BUSM) and Public Health (BUSPH) have identified several genes which influence degeneration of the hippocampus, the part of the brain most associated with Alzheimer disease (AD). The study, which currently appears online as a Rapid Communication in the Annals of Neurology, demonstrates the efficacy of endophenotypes for broadening the understanding of the genetic basis of and pathways leading to AD.

AD is a progressive neurodegenerative disorder for which there are no prevention methods. Available drugs only marginally affect disease severity and progression, making AD effectively untreatable.

GWA studies using very large samples have increased the number of robust associations to 10 genes, including APOE. However, these genes account for no more than 35 percent of the inherited risk of AD and most of the genetic underpinning of the disorder remains unexplained. According to the researchers, magnetic resonance imaging (MRI) of the brain provides in vivo quantitative measures of neurodegenerative and cerebrovascular brain injury that may represent AD-related changes long before clinical symptoms appear. These measures are more powerful than comparisons of individuals with AD with cognitively healthy persons because they avoid misclassification of normal persons who will develop disease in the future.

BUSM researchers conducted a two-stage GWA study for quantitative measures of hippocampal volume (HV), total cerebral volume (TCV) and white matter hyperintensities (WMH). Brain MRI measures of HV, TCV and WMH were obtained from 981 Caucasian and 419 African-American AD cases and their cognitively normal siblings in the MIRAGE (Multi Institutional Research in Alzheimer's Genetic Epidemiology) Study. In addition, similar MRI measures were obtained from 168 AD cases, 336 individuals with mild cognitive impairment and 188 controls (all Caucasian) in the AD Neuroimaging Initiative (ADNI) Study. The MIRAGE Caucasian families and ADNI subjects were included in the first stage and the MIRAGE African American families were added in stage two. Results from the two Caucasians data sets were combined by meta-analysis.

In stage two, one genetic marker (i.e. single nucleotide polymorphism or SNP) from each of the gene regions that were most significantly associated with AD in the Caucasian data sets was evaluated in the African-American data set.

Novel genome-wide significant associations were observed for HV with SNPs in the APOE, F5/SELP, LHFP, and GCFC2 gene regions. All of these associations were supported by evidence in each data set.

"Our two-stage GWAS identified highly significant associations between a measure of degeneration in the brain region most strongly correlated with AD and several genes in both Caucasian and African American samples containing AD, cognitively impaired and cognitively healthy subjects. One of these associations was with the ?4 variant of APOE which is the most well-established genetic risk factor for AD.

Other associations were demonstrated with markers in F5/SELP, LHFP, and GCFC2, genes not previously implicated in this disease" explained senior author Lindsay Farrer, PhD, chief of biomedical genetics at BUSM. He also noted, "previous studies showed that blood level of P-selectin (the protein encoded by SELP) has been correlated with rate of cognitive decline in AD patients."

Farrer believes it is very likely that the number and specificity of these associations will increase in future studies using larger samples and focused on additional precise structural and functional MRI measures. "These findings will inform experiments designed to increase our understanding of disease-causing mechanism and may lead to new therapeutics targets," added Farrer.

A Suprise Mini Backyard Spruce Up #KmartOutdoor - The WiC Project

There are people in this world are are very giving. The kind of people that will give you their last dollar if you need it. Who will listen, support, and encourage you. I am fortunate enough to know such a person, and I was thrilled to have the opportunity to pay his kindness forward by treating him at a surprise mini backyard spruce up.

My mission, which I chose to accept, was to stealthily visit the local Kmart undetected and pick up a few critical items that would be needed for this surprise. Luckily, this person has been talking for weeks, if not months, about how he wants to get a nice patio set for his deck. He also mentioned that he was interested in a water fountain for the soothing and relaxing sounds. I wasn?t sure what I would find at Kmart but I went in with determination.

I easily found the Outdoor Living section and was impressed. They had a wide selection of patio sets, outdoor furniture, and outdoor decor items. You can take a look at some of the items that were available through my shopping album. For some more products and outdoor decorating ideas, you can also browse the?Kmart Outdoor Catalog. The Kmart Social Circular also has some great ideas of how you can make your outdoor space as comfortable as your indoor space. With so many great options, it took me quite awhile to finally decide which table and decorations I would get. Here were my final selections:

When I check out at Kmart, I made sure to use my Shop Your Way Rewards card. If you don?t have your card, you should. Along with earning points that you can redeem for cash off your purchase, you also receive some amazing coupons and offers when you check out.

Once I got everything home, it was time to let the sprucing up begin. Starting out, we just had a plain ?ole deck with a doghouse. There isn?t any place to sit, there are no decorations, and the only shade comes late in the afternoon when the sun falls beneath the roof.

First, I set-up the little welcome bunny. I didn?t get a chance to pick up a plant yet, but the bunny is sitting next to the gate, welcoming everyone to the deck. If you love the bunny as much as I do, know that it?s currently on sale for just $27.99, marked down from $40.99.

Now that the entrance was ready, I set-up the bistro patio set. This set fit perfectly on the deck, providing comfortable seating for two while still leaving enough room to walk around. It was easy to assemble and looked amazing.

For some added shade, I set-up the umbrella next to it. I made sure to pick-up an umbrella base to keep it standing up.

For the finishing touch, I set-up the 3-vase water fountain on the other side of the gate. I filled it with water and powered it on. The yard was immediately filled with the soothing sound of running water.

From start to finish, it took just a little under an hour to get everything set-up. The longest part was assembling the table, which was still very quick and easy to do.

When the spruced up yard was finally revealed, it was total amazement. I heard ?I was just talking about needing a patio set for the yard!? and ?I was wanting to get a water fountain!? It was a wonderful feeling knowing that I was able to give something that was wanted to someone who never asks for anything and it was great knowing that I was able to bring a big smile to his face. There were hugs, grins and enjoyment all around.

<P>Most <a href="/news/articles/1687988/justin-bieber-believe-album-sales.jhtml">predicted it</a>, and now it's official: <b>Justin Bieber</b>'s <i>Believe</i> scored the year's biggest chart debut, selling more than 374,000 copies and blasting the competition on the <i>Billboard</i> Top 200.</P><P><i>Believe</i> &#8212; Bieber's fourth album to debut at #1 &#8212; slightly edged Madonna's <i>MDNA,</i> which sold 359,000 copies when it was released in late March, to claim the title of year's biggest bow, according to Nielsen SoundScan. "Since it has been well established that sexuality and intimacy continue to be important in later life and are central to an individual's health and wellbeing, the lack of attention paid by aged care facilities to residents' sexual needs is concerning," the investigators wrote.

The findings were published in an editorial in the Journal of Medical Ethics.

Google brings incremental app updates, added encryption measures to Android

Google has just announced a new feature for Google Play that's sure to please anyone who's sat through an app update that never seemed to end. It now offers what it calls "Smart App Updates," which will let developers provide incremental updates to apps instead of forcing people to download a whole new APK for every minor update. On average, Google says those should be about a third the size of typical updates. What's more, the company has also announced that it's bringing added encryption measures to Android, which will let paid apps be encrypted with a device-specific key that makes them harder to rip and share. Both features will be supported on Android devices running Gingerbread or above.

In the past 12 months alone, we've seen Jackson-inspired productions, heard narratives from celebrities who continually cite him as a key influence, and this summer his face will be plastered on Pepsi cans to commemorate the 25th anniversary of his classic album Bad. Conrad Murray manslaughter trial

The public and very messy manslaughter trial for Jackson's doctor Conrad Murray began in late September, and it was an excruciating and drawn-out ordeal for fans who were hoping to find closure after the star's death. After a painstaking six-week trial, which included testimony from 49 witnesses, a jury delivered a guilty verdict on involuntary manslaughter charges for Murray on November 7, and the world let out a collective sigh of relief.

The guilty verdict in Murray's involuntary manslaughter trial was handed down just hours before Jay-Z and Kanye West's Watch the Throne tour hit Madison Square Garden in New York, and it was clear that the hip-hop Titans were paying attention, just like everyone else. Five days before the June 25 anniversary of MJ's death, his four brothers — Jermaine, Jackie, Tito and Marlon — launched their Unity Tour. The Jackson brothers revealed that a joint tour has been in the making for years, but admitted that they needed time to heal after losing the most famous member of the Jackson 5. Following Michael's death, all four brothers were featured on the A&E reality series "The Jacksons: A Family Dynasty," which found them coping with their loss. In April it was rumored that an MJ hologram would make an appearance on the jaunt, but there's been no confirmation that the early reports were true.

War of the Worlds!

This is something I've picked up from the facepunch forums. It's a MS Paint forum game, or I suppose you could use other image editing programs (I use photoshop for eccentric details, MS paint for small stuff - it's simpler.) in which you create a planet, and war with others. You draw your attacks, it's like a small scale roleplay you don't really have to invest time or great effort into. It's actually pretty fun, if you're artistic or creative. :D

Here's how it works.

First, you've got to get a planet. How do you get a planet?

b) you can request to have one drawn

c) you can claim an unclaimed world
All you have to do is claim it, and name it. (don't claim an already inhabited world!) If you want to draw a space station instead of a planet, that's fine too!

Second, you've got to declare your turn. All you have to do is say "declare" or something similar. Why?

a) It's like a queue system. It keeps things ordered.

b) Say player A is drawing something. Player B slips in a turn while player A is drawing. Player A then submits his turn. Oh no, player B's work is then gone! Either that, or player A has to restart his turn. Oh no! That's why you declare.

c) because that's just how omega shenron wants it to go down.
Third, you have to draw your attack.
It can be anything, or even not an attack at all. Maybe you want to draw a shield around your planet? Or capture a moon? Launch a satellite? doesn't matter. Anything you want, as long as you're being fair. And that's it! Fair.. What's fair and what isn't? Well, you can't blow someones planet up in one turn. That's just mean. Just use common courteousness.
Make sure you include a description of what you and your planet/faction do in each turn! And number the turn!

Okay, I realize you all may not be the best pixel artists. But you don't have to be. If you want to make a fancy planet, here's how I do it in photoshop:

1. Brush tool, 100% hardness, the size of the planet you want. Make a dot (on a 100% empty, transparent layer.)
2. Filter -> Artistic -> Sponge - let it work it's magic.
3. Magic wand tool (make sure contigious is off, and tolerance is around 20) -> click either of the two colors on your planet
4. Image -> adjustment -> hue/saturation. Play with the levels until you like the two colors.
5. Play around with some of the other artistic, brush stroke, or distort filters until you get the desired appearance.
6. Use lighting effects (on spotlight) to create the right circular effect/sunlight effect.
7. You're done :D

If you want a planetary aura:
1. New layer under the planet.
2. Make a dot the color of the aura, the same size of the planet, centered ontop of it.
3. Apply a gaussian blur.
4. Apply film grain effect (filter -> artistic -> film grain) you may have to do it two or three times. Control+F should do it.
5.That's all!

And hey, if all else and you don't have photoshop, I or someone else will more than likely be glad to make one for you to your specifications. :)

You don't have to use these methods, but they're the simplest and coolest I know of for this.

DA RULES:
1. Common sense, people, common sense. Use it.
2. Don't go overboard with your power of creation, and don't be an ass.
3. Save your file only as a .png and only use a reliable image hoster, such as dropbox, imgur, or cubeupload.
4. Please follow the three steps I described.
