U.S. sets duties on washers from Mexico, South Korea
WASHINGTON (Reuters) - The U.S. Commerce Department on Monday set preliminary anti-dumping duties on about $1 billion worth of residential washing machines from Mexico and South Korea in a case brought by American manufacturer Whirlpool.
The department estimated Mexico manufacturers were selling the washers in the United States at prices 33.30 percent to 72.41 percent below fair value. It said South Korean producers were undercutting prices by 9.62 percent to 82.41 percent.
In an odd twist, one of the two Mexican manufacturers hit with the 72.41 percent preliminary duty was Whirlpool itself.
Whirlpool said in a statement it has stopped shipping washers from Mexico for sale in the United States and therefore would not face any duties.
The company said it has made significant investments at its Clyde, Ohio plant and expects nearly 100 percent of the washers its sells in the United States will be American-made by 2013.
"Whirlpool is committed to building products in the regions where they are sold and investing in our U.S. manufacturing presence. Our investments will continue as long as we can compete on a level playing field, with all of our foreign competitors playing by the established rules," company spokeswoman Kristine Vernier said.
U.S. Democratic Senator Sherrod Brown hailed the decision, which he said would help restore a level playing field for the century-old American manufacturer.
"If we want to encourage companies like Whirlpool to continue moving jobs back to the U.S., then we also have to get tough on countries that don't play by the rules," Brown said.
Washers made by Electrolux and Samsung in Mexico were hit with a preliminary anti-dumping duties of 33.30 percent and 72.41 percent, respectively.
Washers made by Daewoo, LG Electronics and Samsung in South Korea received preliminary anti-dumping duties of 82.41 percent, 12.15 percent, and 9.62 percent, respectively.
Samsung and Electrolux said they disagreed with the decision and would continue to fight the duties.
In a similar case involving refrigerators from Mexico and South Korea, the U.S. International Trade Commission struck down duties imposed by the Commerce Department on the grounds that Whirlpool was not materially injured by the imports.
Caryn Klebba, a spokeswoman for Electrolux, said its share of the laundry machine market in the United States was only 5.6 percent compared to Whirlpool's 56 percent, giving the company hope the ITC would rescue them again.
Samsung said it no longer makes washers in Mexico so it also would not be affected by those preliminary duties.
Importers have to post bonds or cash deposits based on the preliminary rates. In Daewoo's case, the required cash deposit will be slightly less than the preliminary duty rate, the Commerce Department said.
The United States imported some $434 million of residential washers from Mexico and $568 million from South Korea in 2011.
The Commerce Department in May also set a preliminary "countervailing duty" of nearly 71 percent on washers made by Daewoo in South Korea to offset government subsidies.
LG and Samsung received duties of just 0.22 percent and 1.20 percent, respectively, in that phase of case.
A final decision on both types of duties is expected by the end of the year.

ScienceDaily (July 24, 2012) ? Scientists have identified what may be the Peyton Manning of prostate cancer. It?s a protein that?s essential for the disease to execute its game plan: Grow and spread throughout the body.
Like any good quarterback, this protein has command over the entire field; not only does it control cell growth in tumors that are sensitive to hormone therapy, a common treatment for men with advanced disease, but also in tumors that grow resistant to such treatment ? a dismal development that leaves men and their doctors with no good options to turn to.
In a study published in the Journal of Clinical Investigation, a team led by scientists from the University of Rochester Medical Center found that the protein paxillin is a major player in prostate cancer, the second most common form of cancer in men. Though in the very early stages, the discovery is an important first step towards developing a treatment for men whose cancer prevails even after the most aggressive treatment.
"the holy grail in prostate cancer is to figure out why cells stop responding to hormone therapy," said senior study author Stephen R. Hammes, M.D., Ph.D., chief of the Division of Endocrinology and Metabolism at the Medical Center. Initially, hormone therapy, which starves tumors of the hormones that fuel their growth, works well and may lead to remission. but, according to the American Cancer Society, nearly all prostate cancers treated with hormone therapy become resistant over a period of months or years and the cancer makes an unwelcome comeback.
"Somehow, tumors find a way to grow even when their main power source is choked off," noted Hammes, also the Louis S. Wolk Distinguished Professor in Medicine. "Our work is exciting because we?ve identified a protein pathway that controls growth even in the absence of hormones and provides a completely new treatment target for the disease."
Hammes and first author Aritro Sen, Ph.D., Research Assistant Professor in the Division of Endocrinology and Metabolism, knew from their previous research that paxillin is important in prostate cancer, but they didn?t know why or how.
They found that under certain conditions the protein, which normally hangs out in the cytoplasm or gel-like substance that fills a cell, actually goes into the nucleus ? the cell?s genetic powerhouse. there, it?s an extremely commanding force, regulating signals that lead to the creation of cancer cells.
"this is the first time anyone?s shown that paxillin goes into the nucleus and controls gene expression," said Sen. "when we eliminated this protein from prostate cancer cells their growth was significantly arrested, but what surprised us most was that this effect was identical in both hormone therapy-dependent as well as resistant prostate cancer cells."
In typical tumors stimulated by male hormones called androgens, paxillin partners with the hormones to turn on genes that lead to the creation of more cancer cells. such tumors shrink, at least for a time, when subject to hormone therapy.
But for tumors that continue to grow despite hormone therapy ? called castration-resistant prostate cancer ? Hammes? team found that paxillin takes another route and connects with naturally occurring substances called growth factors to activate genes that produce more cancer cells.
Take paxillin out of the nucleus and growth comes to a halt: Without it, genes directed by androgens don?t get turned on, nor do genes directed by growth factors.
"Lots of pathways are being examined as scientists look for what makes a prostate cancer cell become castration resistant, but ours is a completely novel approach," says Hammes of the paxillin-mediated pathway.
Sen adds, "We have now found a common factor that regulates both hormone-dependent and castration-resistant prostate cancer cells."
Edward M. Messing, M.D., chair of the Department of Urology at the Medical Center and an expert in the diagnosis and treatment of prostate cancer, says "this is a potentially important observation since, as of now, most cancers eventually escape available means of inactivating androgens and their receptor. if paxillin proves to be a major new pathway, interfering with it may extend life or even cure men with far advanced prostate cancer, a stage of the disease which until now has always proved lethal."
The team conducted multiple tests to confirm the power of paxillin in prostate cancer. they found that paxillin is ramped up in tissue from human tumors, much more so than in normal cells. and in mice with human prostate cancer cells, getting rid of paxillin caused the tumors to grow more slowly.
Hammes says the next step is to figure out how to stop paxillin from getting into the nucleus, or to inhibit its activity once it?s in the nucleus. "Paxillin has important functions in the cytoplasm, like helping cells communicate with each other to form organs and other structures," he noted. "if we can target paxillin in the nucleus where it mediates cancer cell growth, but leave it intact in the cytoplasm so it can continue to do the important work it does there, that would be the goal."
Like any targeted cancer therapy, the team wants to hurt the cells that are proliferating, and leave the healthy cells that are standing still alone, says Hammes.
In addition to Hammes and Sen, Ismary de Castro, M.D. and Randall Rossi at the Medical Center contributed to the research. Donald B. DeFranco, Ph.D., University of Pittsburgh, Fang-Ming Deng, M.D., Ph.D. and Jonathan Melamed, M.D., new York University School of Medicine, and Payel Kapur, M.D. and Ganesh V. Raj, M.D., Ph.D., University of Texas Southwestern Medical Center, also participated in the research.
The study was funded by the National Institute of Diabetes and Digestive and Kidney Diseases at the National Institutes of Health and the University of Rochester Medical Center. the University has filed a patent application on using paxillin as a biomarker for prostate cancer diagnosis as well as using paxillin as a therapeutic target for prostate cancer treatment.

Even friendships can be hard to maintain over the years as people grow and change as individuals. It is never really a fun situation to encounter, but occasionally two people reach points in their lives where they branch off and eventually find themselves unable to relate to one another anymore.
I have encountered people in my life who have said they loved me as a friend, but couldn't be associated with me anymore because of my pro-gay and pro-cannabis lifestyle.
I am happy to say that since not associating with such people anymore, I've grown to be a well spoken, independent young woman with very little concern for other people's opinions of me. I know that I'm a good person with good intentions and anyone who thinks differently of me is an unnecessary negative force in my life.
On the flip side, I have a few very close friends who have been in my life for 10+ years and they are the ones who help keep me sane. If it weren't for each and every one of my friends over the years, I know I wouldn't be the person I am today. Friendships are important because at the end of the day, sometimes you just need a good, solid friend to vent with and share a few laughs.
However, romantic relationships are an entirely separate entity all together.
Some people are "relationship people", others are not. I can understand both sides of the coin. Relationships can lead to some rewarding and life changing moments as two people who love each other learn about one another and grow into a loving union. Some of the most fun, intimate, and passionate moments of my life were shared with people whom I have been in some sort of romantic relationship with.
For some, there is a calming sense of security that comes from being in a relationship. It feels good to be able to share one's joy with a person who genuinely cares about you and the things that make you happy.
Something that not everyone realizes upon committing to a relationship is that they are not always all fun and games.
Relationships actually require quite a bit of time, energy, and hard work. They require each person involved to put a certain amount of effort into keeping the other happy. More often than not, relationships entail some personal sacrifices on both ends. Obviously, before making any long term commitments, it is important to know what a significant other finds meaningful or important and be sure to incorporate those things into your life together.
The way I look at relationships is pretty simple. In my experiences, I've come to realize that a person can not truly love another person until they are comfortable and happy with themselves first. Yes, I do believe that a person can feel completed by their soul mate, but at the same time, I am well aware of how hard it can be to find that individual. I also feel that a level of self understanding must be reached before one can expect to understand someone else. As I mentioned before, some people find comfort in relationships, mainly because they enjoy the idea of being desired and admired by someone who they feel similarly about.
No one is perfect, that's for sure.
Maintaining a healthy relationship also means being able to deal with all of the negative aspects of a partner. This part gets tricky because as individuals, we can only control our own actions. People have different ideas of what's right and what's wrong, and a mutual level of agreement and/or expectations must be set to keep a relationship in order.
I personally choose to date very selectively.
I'm at a point in my life where I'm very focused on the things that I'm doing and I can not devote myself 100% to someone else's happiness at this time. I've been in relationships before, and I can say I'm honestly not surprised with the way they ended up because looking back, I can see aspects in MYSELF that would cause a relationship to be unsuccessful. I'm not saying that it was all my fault, because I have also been deeply hurt by others in the past, but with enough time and positive energy, the healing process is well under way.
Recently, I've taken my negative traits into consideration and actively try to keep a conscious mind about the consequences of my actions. I know I'm not perfect, but I have developed a significantly larger amount of love for myself over the past few years, and am pleased to say that I'm starting to become more open to the idea of dating and finding someone special.
Love is a tricky and sensitive subject for many.
My only hope is that people can start taking the feelings of others into consideration before taking any relationship to the next level. We're all human, we bleed when you cut us, bruise when you strike us, and cry when we feel hurt. Take the time to treat others the way you'd like to be treated. Be proud to be who you are. Give love at each possible moment, and it will be returned.

NYC Beverage Ban Debated in Marathon Public Hearing | News ...
A packed house turned out for a public hearing held today to discuss New York City Mayor Michael Bloomberg's proposed ban on the sale of large sugary drinks.
The stage was immediately set for a "lengthy" hearing, with the moderator noting that some board members would be unable to stay for the entire hearing, slated to last two hours and showing every sign of going well beyond that. Early on, a number of elected officials made passionate cases for why they opposed the ban. But as the hearing progressed, a number of university professors and public-health officials came out in support of the ban. More than 30 had spoken by the three-hour mark, with over half in support of the ban.
Board of Health members, all of whom are appointed by Mayor Bloomberg, did not ask questions of the speakers. The board is expected to make a decision on the proposed ban -- which has been debated heavily in the media and in advocacy ads -- in September. It could be implemented as early as March 2013.
The sweeping ban would prohibit the sale of large sodas and other sugary drinks, such as energy drinks and some iced teas, at restaurants, movie theaters, sports arenas and street carts. The ban would not affect beverages sold in grocery or convenience stores (so those Big Gulps at 7-Eleven are safe). And it would not apply to drinks with fewer than 25 calories per 8-ounce serving, such as diet sodas and unsweetened iced teas. "Large" is designated as any container holding more than 16 ounces.
Cups or bottles bigger than 16 fluid ounces (the average soda bottle is 20 ounces) would be affected. Restaurants would be required to serve fountain cups that are 16 ounces or less, limiting many to sizes currently classified as small or child. A medium fountain cup at McDonald's is 21 ounces, while a large is 32 ounces, according to its website.
Elected officials including Brooklyn Borough President Marty Markowitz, City Councilmember Dan Halloran and City Councilmember Letitia James oppose the ban and called on the Board of Health to focus its energies elsewhere. The officials asked that the Board of Health instead focus on ensuring playgrounds and school gyms are up to date, and that gym is part of the curriculum in all New York City schools. Mr. Markowitz laid out a plan that would include community exercise groups as well subsidies for low and moderate income New Yorkers who would like to join gyms and other health clubs.
Various elected officials also told stories about the local business owners that would be negatively affected in their districts should the ban be enacted. Local bodegas would lose out on sales, they reasoned, as consumers begin frequenting drug stores or convenience stores still allowed to sell large, sugary drinks.
At fast-food and fast-casual restaurants, carbonated soft drinks account for about 10% of sales in the U.S., according to restaurant market-research firm Technomic. That's a sizable portion of top-line sales, but factor in the profitability of soft drinks for the chains -- a 90%-plus profit margin -- and the potential wallop to the bottom line becomes clear, particularly for franchisees.
Officials at the hearing also urged the Board of Health to allow the proposed ban to be handled legislatively and to give New Yorkers a more-convenient forum to speak out. The public hearing was held in Long Island City, beginning at 1 p.m. -- not exactly accessible for the average working New Yorker, Ms. James pointed out.
The beverage and restaurant industries also pushed back against the ban, pointing out there are calorie counts on the front of bottles and cans in New York, while restaurants in the city also post the calorie content of beverages. Robert Sunshine, representing the New York theater industry, also spoke out against the ban, saying the loss in sales could lead to a rise in ticket prices or hiring freezes.

Kelly Brownwell, director of Yale University's Rudd Center for Food Policy & Obesity, posited that larger portions lead to over-consumption, and shrinking portion sizes would help people to eat in moderation. He also said that the body does not understand calories in liquids in the same way as it does for solid food, meaning people don't feel full from consuming a large soda and continue to intake calories they don't need.
The New Yorkers for Beverage Choices group, self-defined as a coalition of individuals, businesses and community organizations, was blasted by several speakers as an "astroturfing" effort by the beverage industry meant to portray a "grassroots" movement, when it's anything but. The Knowles family arrived at their home on July 13 to find that their kitchen had been ransacked by bears. They later went out for dinner, and upon returning they found the house trashed all over again.
They cleaned up the mess and went out again the next day. They returned in the evening to find the home trashed yet again by the bears.
State wildlife specialists decided the mother bear was now a nuisance and would have to be killed. They fired two shots at the bear but missed.
She and her cubs haven't been back since then.

New vs old: Ford Focus ST
If you?re in the market for a new performance hatchback, your decision as to which model to plump for just got that little bit harder. The new Ford Focus ST is finally available in UK dealerships, and it?s spoiling for a fight with the very talented Renaultsport Megane 250, Vauxhall Astra VXR and Volkswagen Golf GTI.
There has been a certain weight of expectation on this new model ? not only because Ford of Britain?s history is littered with iconic examples of affordable performance masterpieces, but also because the first ST was a very complete package, offering grown-up levels of practicality and refinement, combined with prodigious power and pace. It was also the first model in Ford?s ?ST? line-up, which was aimed as a middle ground between the work-a-day diesel versions and the extreme performance of the later RS models. Ford certainly had their work cut out to deliver as well rounded a car with the new model.
Today the first generation Focus ST is available from as little as ?5,000, which makes it a seriously tempting proposition. Particularly compared to the ?21,995 entry price of the new car. So, should you blow your cash buying new, or make a significant saving by going second hand? Will you be missing out by not having the latest engines and tech? Time to find out?

Performance and running costs
The biggest difference between the two models is undoubtedly the engines they use. The old car has a 2.5-litre turbocharged five-cylinder from Volvo. Slightly larger than the 2.0-litre units found in rivals, it has masses of pulling power, giving it a more muscular, effortless feel. That unusual cylinder count also produces a characterful, bassy exhaust note, which only added to the ST?s individualistic charm.
The downside was a startling thirst for fuel. Around 25mpg was about as much as you could expect to achieve, with that figure dropping into the early teens if you were on a particularly committed drive. The large engine also made the ST nose heavy ? an undesirable trait in a front-wheel drive car ? which slightly spoilt the otherwise fantastic driving experience. High CO2 emissions of 224g/km also bring a road tax penalty more akin to a luxury performance coupe, at ?270 per year.
While fans may be slightly disappointed by the fact that the new model is conforming to the class norm with a 2.0-litre turbocharged four cylinder engine, it rights the wrongs of the previous motor. Ford is claiming a 20 per cent improvement in efficiency, with the car officially rated at 39.2mpg.? CO2 emissions are also vastly improved at 169g/km ? a saving of ?75 a year in road tax alone, after the higher first year rate which is currently ?275.
Thankfully, and despite the engine downsizing, the new ST develops 247bhp. While it?s not a headline grabbing figure, particularly compared to the monstrous Vauxhall Astra VXR, the ST is still capable of getting from 0-62mph in 6.5 seconds and on to top speed of 154mph (4mph faster than before). It even competes on noise, being fitted with Ford?s ?Sound Symposer? system ? trick intake plumbing that directs the engine note into the cabin. It works too, with the car having a deep, purposeful thrum, despite the distinctly average engine configuration.
Inside
Stand the two cars next to each other and the other major difference you?ll notice is to the interiors. While the new car uses a more contemporary dashboard design, incorporating a Sony stereo system and being (optionally) available with almost every gadget in the Ford arsenal, it feels no-where near as spacious and airy as the outgoing model. Ford itself has admitted that some of the room has been lost in the more design-led interior, and, particularly for taller drivers, there isn?t the lounging room that was abundant in the older car.
Thankfully, the new car gets seats that are very similar to the older car?s. This is good news as they provide the perfect balance between comfort and support, stopping you from getting numb-bum on long journeys, but allowing you to focus on the job at hand on a spirited drive without getting thrown about.
For the first time, the ST can now be ordered in estate form (pictured above), meaning that despite the decrease in interior space, the new car is likely to make a better proposition for families than the strictly hatchback only first model.
A question of taste?
With both cars, the exterior styling modifications are relatively subtle, though that can be changed in an instant if you choose one of the louder paint finishes. It?s the older car which looks the less stylised of the two, with conventional exhaust pipes, a modest roof spoiler and chunkier bumpers the only real clue to the performance under the bonnet. The new models centre exhaust piece and gaping grilles will certainly attract more attention, which may or may not be a good thing.
Which car suits you best will ultimately depend whether you value cutting edge-efficiency and performance, or a car that ultimately stands out for being different. Objectively there is no doubt that the new Focus ST is a better car than the one it replaces, but in downsizing its engine, a lot of the charm has been lost. The first generation may be less technologically advanced, dynamically capable and thirstier, but importantly it feels special. And what price can you put on that? Well, ?5,000 on Auto Trader UK.
