Japan industrial production up 2.5 percent in Dec.

TOKYO (AP) ? Japan's industrial production picked up pace in December from the month before, in a sign the world's third-largest economy may be stabilizing thanks to stronger global demand and government spending.

Increased output of large passenger cars and vehicle components and machinery for making semiconductors were the main factors helping to drive the improvement in manufacturing, the Ministry of Economy, Trade and Industry said Thursday. It said industrial output rose a seasonally adjusted 2.5 percent from November.

The government of Prime Minister Shinzo Abe is already claiming progress in breaking the deflationary slump that has weighed on Japan's growth for years. Share prices are approaching three-year highs and many companies have reported improved profits thanks to a weakening of the Japanese yen against other major currencies

Since Abe took office on Dec. 26, his administration has pushed ahead with a 20 trillion yen ($220 billion) stimulus package, a hefty proposed budget for the coming fiscal year and a commitment by the central bank to unlimited monetary easing to help spur growth.

All that spending is meant to break the cycle of falling prices that is thought to be hindering business investment and hobbling growth.

"Generating enough demand to create a sustained recovery has been an uphill battle for policymakers," Moody's said in a commentary Thursday citing barriers to growth such as Japan's shrinking workforce and high savings rate. "Together, these moves could kick-start a recovery, assuming that stronger growth in Asia helps revive Japan's exports as well," it said.

Challenged by opposition lawmakers to explain how Japan can afford to boost spending when its national debt is already twice the size of the economy, Abe insisted his plan would balance the national budget by 2020. He also defended his administration's reliance on public works projects.

"I intend to have a deep discussion of the plans and seek public understanding to ensure transparency," Abe said during the televised legislative exchange.

Higher tax revenues are expected to help offset some of the increased spending: Earlier this week the government raised its forecast for economic growth in the fiscal year that starts April 1 to 2.5 percent from 1.7 percent.

While higher government spending can boost demand in the short run, growth can only be sustained through corporate investment, job creation and rising purchasing power.

Figures released by the Ministry of Health, Labor and Welfare on Thursday, however, showed average monthly wages, including overtime and bonuses falling to 314,236 yen ($3,453), the lowest level since such data became available in 1990.

The ministry, which based the data on a survey of 33,000 companies, attributed the drop to the rising use of part-time or temporary workers, who accounted for nearly 29 percent of all workers in 2012.

December's increase in industrial output compared with a month-on-month drop of 1.4 percent in November. Most analysts had forecast an improvement of more than 4 percent in December.

METI said inventories fell 1.1 percent from the month before while shipments rose 4.4 percent.

BAGHDAD (AP) ? Iraqi insurgents are trying to capitalize on the rage of anti-government protesters and the instability caused by rising civil unrest, complicating the government's efforts to stamp out a resurgent al-Qaida and other militants.

Organizers of the protests attracting minority Iraqi Sunnis insist they have no links to terrorist groups. Yet Iraqi and U.S. officials have expressed concern that violent extremists could benefit from the demonstrators' feelings of alienation and hostility toward the Shiite-led Iraqi government.

And tensions are rising.

At least five protesters were killed and more than 20 were wounded on Friday when soldiers opened fire at stone-hurling demonstrators near Fallujah, a former al-Qaida stronghold where tens of thousands took to the streets. Some in the crowd waved black banners emblazoned with the Muslim confession of faith.

They were the first deaths at opposition rallies that have been raging around the country for more than a month. Two soldiers were later killed in an apparent retaliatory attack.

Protesters also have staged demonstrations in other areas with large concentrations of Sunni Arabs, who feel discriminated against by the government. Their list of demands includes the release of detainees and an end to policies they believe unfairly target their sect.

For now, the American Embassy has no indication that al-Qaida is gaining support from the demonstrations. But the fear remains, particularly as the security situation deteriorates in neighboring Syria.

An embassy official said the U.S. had expressed concern that the protesters' peaceful expression of their viewpoints must not be usurped by extremists trying to provoke violence. The official spoke on condition of anonymity because he was not authorized to speak publicly about the matter.

Sectarian violence that once pushed Iraq to the brink of civil war has ebbed significantly, though violent attacks aimed mainly at Iraq's Shiite majority, security forces and civil servants still happen frequently.

Insurgents have managed to mount large, mass-casualty bombings of the type favored by al-Qaida on at least five days this month. In another attack, a suicide bomber killed a total of seven when he assassinated a prominent politician who played a leading role in the fight against al-Qaida.

The extremist group later claimed responsibility for the latter bombing and other unspecified attacks.

At least 170 people have been killed in insurgent violence since the start of the year, making January already the deadliest month since September.

Protest organizers and the politicians who support them are eager to distance themselves from extremist rhetoric.

Sunni lawmaker Ahmed al-Alawani recently urged Iraq President Nouri al-Maliki to meet demonstrators' demands so al-Qaida and other militant groups could not exploit their frustration.

That was a sentiment echoed by protest organizer and spokesman Saeed Humaim in Ramadi, a city in western Iraq that has been the focus of daily sit-ins and frequent mass rallies. He said protesters have no intention to take up arms, but will defend themselves if attacked by government security forces.

Still, many Iraqi Sunnis have little doubt that the protests strengthen militant groups.

"I don't think the al-Qaida people would miss an opportunity to move freely when the government and security forces are busy handling these spreading protests," said Ayad Salman, 42, who owns a shoe store in northern Baghdad. "The country is slipping toward a new round of civil war, or at least some groups are planning and pushing for this."

The rallies broke out just over a month ago in Iraq's western Sunni heartland of Anbar following the arrest of guards assigned to the Iraqi finance minister, a Sunni who hails from the province. The vast desert territory on Syria's doorstep was the birthplace of the Sunni insurgency that erupted after the 2003 U.S.-led invasion, and where Iraqi officials believe al-Qaida's Iraq arm is regrouping.

In an interview aired late Thursday, the Iraqi prime minister suggested that al-Qaida and members of Saddam Hussein's ousted regime have a hand in the demonstrations.

"I hope that these protests would not turn violent ... and drag the country to a sectarian war," he told al-Baghdadiya TV.

Al-Qaida's local affiliate this week posted a statement praising the protesters, saluting what it called "the true Muslims who revolted in defense of their honor and religion."

A senior Iraqi security official who specializes in terrorist activities said al-Qaida is making use of the resentment in predominantly Sunni provinces, where local residents who used to provide authorities tips about terrorist activities are growing much more reluctant to snitch.

He and another senior security official said al-Qaida fighters now have more freedom to move around. That is partly because state security forces' movements are being restricted in Sunni areas so they cannot be accused of unfairly targeting the Muslim sect, they said.

The second official said the demonstrations give extremists a good opportunity to try to mobilize Sunni opposition and portray themselves as the only groups who can safeguard the rights and interests of the Sunni minority.

The Iraqi officials insisted on anonymity because they were not authorized to discuss security operations with the media.

The local wing of al-Qaida, known as the Islamic State of Iraq, generally does not operate beyond Iraq's borders. But al-Qaida leader Ayman al-Zawahri last year urged Iraqi insurgents to support the Sunni-based uprising in neighboring Syria against President Bashar Assad, whose Alawite sect is a branch of Shiite Islam.

Iraqi officials believe Sunni fighters aligned with al-Qaida's Iraq franchise are moving back and forth across the Syrian border to help Sunni rebels overthrow Assad.

Rebel gains in Syria are giving Iraq's Sunni protesters and insurgents alike a sense that their fortunes may be shifting too.

"Sunnis seem ascendant in Syria. That is a major psychological boost to the Sunnis in Iraq," said Kamran Bokhari, an expert on Mideast issues for the global intelligence company Stratfor. "They're trying to capitalize on that."

Other militants are trying to tie their fight to the protests too.

Earlier this month, uniformed members of the Naqshabandi Army appeared in an online video urging Iraqis to continue their protests, sit-ins and acts of civil disobedience. It called on security forces to turn their weapons on the "traitors and foreign agents" ? a likely reference to what many Sunnis see is Shiite powerhouse Iran's influence over the government.

The group, a network of former Iraqi military officers and jihadists, frequently claims responsibility for attacks on government security forces.

The highest ranking member of Saddam's regime still at large, Izzat Ibrahim al-Douri, has separately lent his support to the demonstrators. Al-Douri, who is suspected of having ties to the Naqshabandi Army, is thought to have played a key role in financing Sunni insurgents seeking to undermine Iraq's post-Saddam government.

Another small jihadist group, the 1920 Revolution Brigades, put out a statement of its own backing the protest movement.

Anonymous hijacks federal website to avenge activist's death

WASHINGTON???The hacker-activist group Anonymous says it hijacked the website of the U.S. Sentencing Commission to avenge the death of Aaron Swartz, an Internet activist who committed suicide. The FBI is investigating.

The website of the commission, an independent agency of the judicial branch (http://www.ussc.gov), was taken over early Saturday and replaced with a message warning that when Swartz killed himself two weeks ago "a line was crossed."

The hackers say they've infiltrated several government computer systems and copied secret information that they now threaten to make public.

Family and friends of Swartz, who helped create Reddit and RSS, say he killed himself after he was hounded by federal prosecutors. Officials say he helped post millions of court documents for free online, and that he illegally downloaded millions of academic articles from an online clearinghouse.

The FBI's Richard McFeely, executive assistant director of the agency's?Criminal, Cyber, Response, and Services Branch, said in a statement that "we were aware as soon as it happened and are handling it as a criminal investigation. We are always concerned when someone illegally accesses another person's or government agency's network."

Hours after the hijacking, pages on the USSC.gov website were available only sporadically.

    Iraq says it freed hundreds of inmates

    BAGHDAD (AP) ? Iraq has begun setting free hundreds of inmates, officials said Monday, offering an apparent concession to Sunni protesters demonstrating against the country's Shiite-led government.

    Protesters from Iraq's Sunni minority have been rallying for more than three weeks against what they see as unfair treatment by the government against their sect.

    The release of detainees has been one of their main demands, and some of those freed Monday came from areas where anti-government unrest has surfaced.

    Sustained demonstrations against the government are rare in Iraq, and the size and staying power of the latest rallies are presenting a growing challenge to the government of Prime Minister Nouri al-Maliki. Many demonstrators are tapping into Arab Spring sentiments by demanding the downfall of the regime.

    The unrest is raising fears of a coming upsurge in sectarian bloodshed. Violence has dropped overall in Iraq since the nation neared a civil war several years ago, but attacks still happen frequently, usually in the form of Sunni militants targeting Shiites or security forces in an attempt to undermine the government's authority.

    Iraqi authorities occasionally set free groups of inmates, but the latest move carried added significance because of the timing and high-profile nature of the release.

    Deputy Prime Minister Hussain al-Shahristani announced the releases at a ceremony at a Baghdad prison attended by dozens of detainees, including some dressed in bright yellow prison jumpsuits. Those being freed were handed boxed Qurans and showered with candy as television cameras rolled.

    "I hope that this will be an opportunity for you as Iraqis, who are keen to see the security and safety of the country and the stability of Iraq, to participate with us in spreading the spirit forgiveness and hope," al-Shahristani said at the ceremony.

    Al-Shahristani, one of the prime minister's most trusted political allies, oversees a government committee, formed earlier this month, that is charged with looking into protesters' demands.

    He said 335 detainees have gained their freedom in the past week, but he did not give details on their backgrounds or alleged crimes. More will be released in the coming days, he said, and he encouraged citizens to come forward with details of detainees they believe are being unfairly held.

    While the vast western province of Anbar remains the focus of the demonstrations, rallies have erupted in several other predominantly Sunni areas as well.

    "I cannot wait to see my elderly father after five years in detention. We hope that the government will do more to end the suffering of the people in this country," said Aziz Sami Awad as he awaited the release of his 77-year-old father, who was arrested during a raid in the northern suburbs of Baghdad in 2009.

    Iraq's human rights minister, Mohammed Shiyaa, is a member of the committee headed by al-Shahristani. He said the panel is open to hearing all "legitimate demands of the protesters," and he vowed to streamline the process of releasing detainees.

    Some of those who have recently been released had already finished their sentences but hadn't yet been set free because of bureaucratic snags, while others were being held in pre-trial detention, he said. Many of them were detained as part of terrorism-related investigations.

    Those set free Monday included detainees from Mosul, Salaheddin and Anbar ? all areas that have witnessed recent protests, he said.

    (AP) ? The New York Times reported Friday that Lance Armstrong, who has strongly denied the doping charges that led to him being stripped of his seven Tour de France titles, has told associates he is considering admitting to the use of performance-enhancing drugs.

    The report cited anonymous sources and said Armstrong was considering a confession to help restore his athletic career in triathlons and running events at age 41. Armstrong was been banned for life from cycling and cannot compete in athletic events sanctioned by the U.S. Anti-Doping Agency and the World Anti-Doping Agency.

    Yet Armstrong attorney Tim Herman denied that Armstrong has reached out to USADA chief executive Travis Tygart and David Howman, director general of the World Anti-Doping Agency.

    Herman told The Associated Press he had no knowledge of Armstrong considering a confession and said: "When, and if, Lance has something to say, there won't be any secret about it."

    Armstrong, who recovered from testicular cancer that had spread to his lungs and brain, won the Tour de France from 1999-2005. Although he has vehemently denied doping, Armstrong's athletic career crumbled under the weight of a massive report by USADA detailing allegations of drug use by Armstrong and his teammates on his U.S. Postal Service teams.

    The report caused Armstrong to lose most of his personal corporate sponsors and he recently stepped down from the board of Livestrong, the cancer-fighting charity he founded in 1997.

    Armstrong is facing other legal hurdles.

    The U.S. Department of Justice is considering whether to join a federal whistle-blower lawsuit filed by former Armstrong teammate Floyd Landis. A Dallas-based promotions company has also said it wants to recover several million dollars paid to Armstrong in bonuses for winning the Tour de France. The British newspaper The Sunday Times has sued Armstrong to recover $500,000 paid to him to settle a libel lawsuit.

    The increase in the income-tax threshold announced by Finance Minister Dr Peter Phillips during the budget debate last May takes effect today with tax-free income moving to $507,312 per annum, up from $441,168 per annum.

    This translates to a weekly tax-free income of $9,756.

    Persons who are paid fortnightly will pay no income tax on $19,512 while monthly-paid workers will enjoy $42,276 of their income free of tax.

    Weekly-paid workers should see an approximately $1,300 increase in their tax-free pay while monthly-paid workers should see the tax-free portion of their take-home salary increase by approximately $5,500.

    This means weekly paid workers should see their take home increase by approximately $320 while monthly-paid workers will see an increase by approximately $1,400.

    Income in excess of the threshold will continue to be taxed at 25 per cent.

    In addition to the increased threshold, pensioners and persons aged 65 and over are also entitled to a pension exemption of $80,000 or an age exemption, also of $80,000.

    In the meantime, the announced decrease in the corporate income-tax rate also becomes effective today.

    Unregulated companies will see a reduction in the rate of? corporate income tax (CIT) to 25 per cent, down from 33 1/3 per cent.

    This brings the CIT rate for unregulated companies in line with the personal income-tax rate.

    However, the rate remains at 33 1/3 per cent for companies regulated by the Financial Services Commission, the Office of Utilities Regulation, the Bank of Jamaica and the Ministry of Finance and Planning.

    As climate warms, bark beetles march on high-elevation forests

    Dec. 31, 2012 ? Trees and the insects that eat them wage constant war. Insects burrow and munch; trees deploy lethal and disruptive defenses in the form of chemicals.

    But in a warming world, where temperatures and seasonal change are in flux, the tide of battle may be shifting in some insects' favor, according to a new study.

    In a report published today (Dec. 31, 2012) in the Proceedings of the National Academy of Sciences, a team of scientists from the University of Wisconsin-Madison reports a rising threat to the whitebark pine forests of the northern Rocky Mountains as native mountain pine beetles climb ever higher, attacking trees that have not evolved strong defenses to stop them.

    The whitebark pine forests of the western United States and Canada are the forest ecosystems that occur at the highest elevation that sustains trees. It is critical habitat for iconic species such as the grizzly bear and plays an important role in governing the hydrology of the mountain west by shading snow and regulating the flow of meltwater.

    "Warming temperatures have allowed tree-killing beetles to thrive in areas that were historically too cold for them most years," explains Ken Raffa, a UW-Madison professor of entomology and a senior author of the new report. "The tree species at these high elevations never evolved strong defenses."

    A warming world has not only made it easier for the mountain pine beetle to invade new and defenseless ecosystems, but also to better withstand winter weather that is milder and erupt in large outbreaks capable of killing entire stands of trees, no matter their composition.

    "A subject of much concern in the scientific community is the potential for cascading effects of whitebark pine loss on mountain ecosystems," says Phil Townsend, a UW-Madison professor of forest ecology and also a senior author of the study.

    The mountain pine beetle's historic host is the lodgepole pine, a tree common at lower elevations. Typically, the insects, which are about the size of a grain of rice, play a key role in regulating the health of a forest by attacking old or weakened trees and fostering the development of a younger forest. However, recent years have been characterized by unusually hot and dry summers and mild winters, which have allowed insect populations to boom. This has led to an infestation of mountain pine beetle described as possibly the most significant insect blight ever seen in North America.

    Because lodgepole pine co-evolved with the bark beetle, it has devised stronger chemical countermeasures, volatile compounds toxic to the beetle and other agents that disrupt the pine bark beetle's chemical communication system.

    Despite its robust defense system, the lodgepole pine is still the preferred menu item for the mountain pine beetle, suggesting that the beetle has not yet adjusted its host preference to whitebark pine. "Nevertheless, at elevations consisting of pure whitebark pine, the mountain pine beetle readily attacks it," says Townsend.

    The good news, he adds, is that in mixed stands, the beetle's strongest attraction is to the lodgepole pine, suggesting that, at least in the short term, whitebark pine may persist in those environments.

    The study, conducted in the Greater Yellowstone Ecosystem, one of the last nearly intact ecosystems in the Earth's northern temperate regions, also revealed that the insects that prey on or compete with the mountain pine beetle are staying in their preferred lodgepole pine habitat. That, says Townsend, is a concern because the tree-killing bark beetles "will encounter fewer of these enemies in fragile, high-elevation stands."

    Whitebark pine trees are an important food source for wildlife, including black and grizzly bears, and birds such as the Clark's nutcracker, named after the famed explorer and which is essential to whitebark pine forest ecology as the bird's seed caches help regenerate the forests.

    With their broad crowns, the high-elevation whitebark pines also act as snow fences, helping to slowly release water into mountain streams and extending stream flow into mountain valleys well into the summer.

    "Loss of the canopy will lead to greater desiccation during the winter and faster melting in the summer due to loss of tree canopies for shade," according to Townsend. "This is possibly a short-term effect of the loss of whitebark pine," he explains "If -- and it is a big if -- other tree species replace it, eventually this service may be replaced."

    The new study was supported by the U.S. National Science Foundation and the UW-Madison College of Agricultural and Life Sciences.

    When you speak before an audience you will encounter the ravages of Murphy?s Law. It is not a matter of ?if? things go wrong, it is only a matter of ?when? they will go wrong. You can?t predict when that will happen. Murphy is always lurking in the room just waiting to attack.

    Don?t count on luck to help you avoid these presentation gremlins. Remember that there?s both good luck and bad luck. Some presenters claim that if it wasn?t for bad luck, they?d have no luck at all.

    If you speak, you will encounter some of these presentation potholes, detours and accidents. Murphy seems to enjoy messing with presentations. This report is as close as you can get to holding a ?Get Out of Jail Free? card.

    You can?t always prevent these potholes, detours and accidents from assaulting your presentation. But you can prepare for them so you can minimize the damage and shine through the turbulence.
