Can anyone suggest a small business marketing agency?

I don't think you want to skimp hiring a marketing agency. Low budget can mean a lot of things though. There are a few people here who do marketing work and getting in touch with one or two is probably a good step if you do want to hire someone.

You can also start doing your own marketing right away. Marketing comes down to a few basic things.

1. Identify the people most likely to pay for your services.
2. Figure out where they spend their time, what websites do they visit, what do they read. Things like that.
3. Be visible in the places where they spend time and build your brand

One of the great things about the web is you can reach people easily and at low cost. Given your business I would think many of your potential clients will spend time online and probably in many of the usual places. Open accounts with Facebook and Twitter. Join some forums. Set up a blog on your site. You don't want to be directly selling through any of those things, but rather seeking to get to know people who can be potential clients and start interacting with them and build relationships with them.

You can also advertise through search engines. If you're willing to spend a little time learning how search advertising works you can advertise without it having to cost much before it starts bringing in returns. Then with more money to invest you can increase your search advertising or look for other places to advertise and market.

There really are a lot of ways to market online that don't have to cost a lot. A good start is probably right here though. Ask more questions, read through some of the conversations we've already had, and contact some of the members here who do marketing work.
